Dr. Dolores G. Matias as the new TSU president
The Tarlac State University Board of Regents finally cast the die
when Dr. Dolores G. Matias won the as the new president of the university.

The selection took place at the Commission on Higher Education
Office in Pasig City last March 25, 1998. She took her oath-of-office
on that very same date and venue accompanied by various
personalities in the university.

"I heaved a sigh of relief. I was happy, thanked the Lord", said Dr.
Matias regarding her initial reactions after hearing her name as the winner.

To put things in their proper places, to hold the yearly planning
sessions with officials and personnel concerned, to have the
University Code approved by the BOR, to review the approved
organizational structure, to control the enrolment of colleges and
institutes to conform with the university mission, to implement HRD
Programs, and to follow-up and implement CO needed in the university
were among the new president's initial plans and projects.

When asked about the resumption of positions by the heads of
different offices who are allegedly abusing powers, Matias said that
she would have to investigate on this before she can tell what actions to take.

However, Matias expects that everybody in the university will
cooperate for the development of the institution.

"We shall go forward to the right direction with the help and
guidance of the Almighty. My sincerity, honesty and hardwork and
leadership would lead the university into its pursuit of excellence in education."

Matias, the first woman and first insider head of the university,
said that she doesn't have any plan to transfer in the office of the
president. She plans, otherwise, toconvert her present office to be
the her formal office at least during her term.



ICS Week celebrated
The Institute of Computer Studies celebrated ICS Week las March 4-6,
1998 with "ICS X factor of the Next Generation" as its theme. An
Ecumenical Mass opened the said celebration followed by a motorcade
with the Institute's own computer mascot and 1997 Miss ICS and Miss
TSU title holder Jennifer Dela Cruz. The opening ceremony was
highlighted by the message of Dr. Dolores G. Matias then TSU-OIC,
and Board Member Genaro "Aro" Mendoza, who was also the guest
speaker. Mendoza stressed on the importance of information
technology in the growth and development of our country.

The institute also organized a seminar-workshop for students about
internet and the computer itself. They also rendered free internet
access to several students from different colleges. Film showing, jail
booth and marriage booth were the usual highlights of the said
celebration which was lasted up tho the 6th of March.



Two faculty members in 1st UICEE Annual Conference
Two mentors from TSU participated in the first UNESCO International
Centre for Engineering Education (UICEE) Annual Conference with
the theme: "Globalization of Engineering Education", held last
February 11-14, 1998 at Monash University, Clayton, Melbuorne Australia.

Engr. Wilson Fallorin and wife Dr. Gigi Maricar Fallorin were chosen
as the university's delegates to the conference.

Engr. Wilson C. Fallorin is an associate professor of the university
and the current director of the Institute of Computer Studies.
Dr. Gigi Fallorin on the other hand, is a full-fledge professor an
is a faculty member of the College of Engineering. She was tasked
to chair the panel 4B: Multimedia and Engineering Education during the conference.

The conference's main objective was to facilitate the transfer of
information, expertise and research on Engineering Education and
Industrial Training with specific mission to assist developing
countries throughout the world.

The conference presented and discussed Research and Development
activities in Engineering. Education carried throughout the world in
10 keynotes, 10 leads, and 44 regular papers from 18 countries
world-wide. Several topics in vital importance were addressed in
papers which were gous in following chapters: Development of New
Curricula, Innovation in Engineering Education, Effective Methods in
Education Training, Engineering and Technology Education in Other
Countries, International Collaborative Programs And Systems,
Multimedia and Engineering Education, Academia / Industry and Social
Philosophical Aspects of Engineering.

The paper written by Dr. G. Fallorin and co-authored by Engr. Fallorin
entitled "A Voluntary System Of Accreditation for Engineering
Programs in the Philippines" was one of the chosen entry for the UICEE Conference.

The couple's lastest trip was made possible through the financial
assistance and moral support of extended by the Accrediting Agency
for Chartered Coleges and Universities in the Philippines (AACCUP),
TSU Administration, and the Office of the Provincial Government of Tarlac.
